Department of Social Welfare and Development or DSWD, they provide assistance and shelter to homeless people.
No i dont think so for adults, but if you apply for it make sure you arent that homeless looking or else they wont accept you. There are very much homeless people in Cebu cuz that city is growing. If you would like to help you can ask or look some privat eor government orphanage for help or go to DSWD dirrectly by that the can assist to the homeless orphange.

I think there is an Osmena house for homeless children. There’s also an SOS (Save our soul) orphanage. I’m not sure about homeless adults. There are a lot of people who just sleep on the sidewalks of buildings and near the Basilica. Most churches would probably offer assistance.
